Comanche questions

My uncle owns a 1965 Piper Comanche 260. It's 1 of 38 made with a carburetor instead of being fuel injected. I was wondering if anybody else that has one could answer a couple of questions for me. 1. Sometimes, when he tries to start it, the propeller won't even make a full turn and will just stop. He has to turn the key back to on, and then start it again. Does anybody else have this problem? 2. Right after he starts it, you can here this faint whining sound for a couple of minutes and then it disappears. It's some-what hard to hear, but if you listen hard enough, you can hear it. Can anybody else hear it?
